    la cour d’appel de tunis a examiné aujourd’hui 27 mars 2001 l’appel interjeté par la L T D H contre le jugement en référé portant sur la nomination d’un administrateur judiciaire et a décidé de confirmer ce jugememt en référé et de prolonger le mandat de l’administrateur judiciaire jusqu’à ce que la cour d’appel annonce le jugement final dans l’affaire au fond se portant sur l’annulation des travaux et décisions du 5éme congrés de la L T D H les 27/28/29 OCTOBRE 2000.

    Entretien avec Mohamed Charfi, tête de file de l’opposition en Tunisie

    M. Ben Ali se prépare de toute évidence à une présidence à vie.”

    MOHAMED CHARFI est professeur à la faculté de droit de Tunis. Ancien président de la Ligue tunisienne des droits de l’homme, il a cru en M. Ben Ali quand celui-ci est arrivé au pouvoir, le 7 novembre 1987. Ministre de l’éducation nationale à partir de 1989, il a démissionné cinq ans plus tard pour désaccords grandissants avec le chef de l’Etat. Après des années de silence, pendant lesquelles il a notamment travaillé à la rédaction d’un livre (Islam et liberté, le malentendu historique, Albin Michel), il a créé la surprise il y a quelques jours en s’associant à une centaine d’autres personnalités modérées de la société civile, et en signant un manifeste qui dénonce la violation des libertés en Tunisie ainsi que l’éventualité d’une présidence à vie de M. Ben Ali.

    “Qu’est-ce qui vous a décidé à sortir de votre réserve ?
    – La dérive a atteint une dimension telle en Tunisie qu’on ne peut plus être patriote et continuer à se taire. Il arrive un moment où il faut savoir prendre ses responsabilités. La plus grande erreur du président Bourguiba, despote éclairé, a été d’engager le pays dans une impasse en s’installant dans une présidence à vie. Or nous voici à la veille d’une date fatidique, le président Ben Ali étant visiblement tenté de s’engager dans un quatrième mandat et de modifier pour cela la Constitution qui, telle qu’elle est aujourd’hui, le lui interdit. Un nouveau mandat de sa part reviendrait à le voir emprunter la même impasse que le président Bourguiba. Car M. Ben Ali se prépare, de toute évidence, à une présidence à vie. Il appartient donc à tous les Tunisiens de s’engager pour éviter à leur pays un tel malheur.

    – Un certain nombre de vos compatriotes vous reprochent votre soutien passé au président Ben Ali, et d’avoir accepté d’être son ministre pendant cinq ans.

    – Quand j’ai accepté d’être son ministre, c’était des années de liberté. J’y ai cru, et j’ai plongé, je le reconnais. Est-ce que j’étais naïf ? Peut-être. Certains me le reprochent encore, c’est leur droit, mais je crois qu’ils sont de moins en moins nombreux. Il faut se souvenir que la déclaration-programme de M. Ben Ali, quand il est arrivé au pouvoir, répondait presque mot pour mot aux revendications exprimées depuis des années par les démocrates tunisiens.
    Et le régime de Ben Ali, à ses débuts, a été réellement libéral. Il n’y avait alors aucun détenu politique. Les espaces de liberté étaient nombreux, la liberté de presse et d’association réelle. Malheureusement, cette première phase a été suivie par une seconde, celle des promesses oubliées, puis par une troisième, celle des promesses trahies.

    – Quand avez-vous estimé que les choses étaient devenues intolérables pour vous ?

    –La situation a changé pendant les années1991-1992, quand les islamistes ont tenté de prendre le pouvoir par la violence. L’Etat s’est défendu. Il y a eu des abus et des bavures, je l’ai déploré à ce moment-là. Mais j’espérais que cette parenthèse allait se refermer rapidement et que les responsables de ces dérapages allaient être jugés. Il n’en a rien été et la situation a continué d’empirer sur le plan des libertés publiques. En 1994, alors que j’avais déjà avalé bien des couleuvres, il y a eu des élections présidentielle et législatives. Le président Ben Ali a remporté la victoire –ainsi que le parti au pouvoir, le Rassemblement constitutionnel et démocratique, le RCD – mais en renouant avec la tradition des 99% et 98% de votes positifs. Quant aux deux autres candidats de principe, le docteur Moncef Marzouki et l’avocat El Héni, qui avaient osé se présenter contre lui, ils ont été poursuivis en justice et jetés en prison. Tout cela m’a fait comprendre que tout espoir de revenir à la démocratie des années1988-1990 s’était évanoui. J’ai choisi d’assumer mes responsabilités en démissionnant.

    – A tous ceux qui critiquent les violations répétées des libertés en Tunisie, le pouvoir répond en citant ses réussites en matière économique.

    – Cela aussi, je le conteste. J’ai longtemps cru que le régime Ben Ali était comparable au régime de Franco, en Espagne, c’est-à-dire inacceptable en matière de droits de l’homme, mais tenant la route sur le plan économique. Aujourd’hui, je révise totalement cette idée. Le niveau de corruption en Tunisie est tel qu’il freine à présent le développement économique du pays. Quant aux finances de l’Etat, on voudrait nous faire croire qu’elles sont saines et que la balance des paiements n’est pas si mauvaise, ce qui n’est pas faux, mais on oublie de nous dire pourquoi ! Ce résultat positif a été obtenu l’année dernière grâce à la vente de deux cimenteries à des groupes espagnol et portugais, transactions qui n’ont pas créé le moindre emploi. Cela s’appelle dilapider son capital et non attirer des investisseurs.

    – Les islamistes ne vous portent pas dans leur cœur, d’abord parce que vous avez mené une importante réforme quand vous étiez ministre de l’éducation nationale, afin de contrer leur influence, ensuite parce que vous les avez combattus aux côtés du président Ben Ali dans les années 1991-1992. Avez-vous changé de stratégie à leur égard ?

    – J’ai toujours défendu la même position : les droits de l’homme sont universels, tout le monde a le droit d’en bénéficier, et je déplore qu’il y ait aujourd’hui, dans les prisons tunisiennes, un nombre élevé d’islamistes. Cela dit, pour ce qui est de la vie politique, je ne mêlerai jamais ma voix à la leur.

    –Quel est votre objectif principal à présent ?

    – Empêcher la présidence à vie en Tunisie, instaurer la démocratie et les droits de l’homme, et restaurer la noblesse de la politique. Car ceux qui font de la politique à l’heure actuelle servent ce régime comme des mercenaires, uniquement par intérêt. Or la politique, à mes yeux, consiste à mener un dialogue permanent entre un peuple et ceux qui le gouvernent, dialogue totalement inexistant, aujourd’hui, en Tunisie.

    – Tous ceux qui ont pris un engagement politique véritable en Tunisie l’ont payé très cher. Ne craignez-vous pas des représailles, maintenant que vous vous êtes rallié ouvertement à l’opposition ?

    – Si un Ryad Ben Fadhel, en mai de l’année dernière, a reçu deux balles dans le corps pour avoir simplement osé soulever la question de l’échéance présidentielle de 2004 dans les colonnes du Monde, c’est vous dire combien nous sommes tous conscients des risques que nous courons.”

    لقائل أن يقول أن المظالم التي يشتد  لهاغضب الله لا تحصى ولا تعدّ .. ألم يقل أبو الطيب

    والظلم في شيم النفوس فإن تجد ذا عفّة فلعلّة لا يظلم

    اليس من طبيعة الحكم وخاصة العربي ¡ الاستبداد والظلم لأن حكامنا قرءوا كلهم مكيافال ولم يحفظوا منه إلا قصة الخيار المعروض على الأمير بين أن يحب وان يخشى وأن من مصلحته أن يفضل التخويف والإرهاب على المحبة ¿

    وأعرف كل هذا ولا يزيدني الأمر إلا إصرارا على رفض بديهية الظلم كجزء لا يتجزّأ من طبيعة الإنسان ومن طبيعة السلطة .

    وليس هناك من أسباب تجعلني انتشل اسمي نجيب الحسني ونزار نيوف من قائمة فيها عشرات الآلاف من الأبرياء والمناضلين الذين يعانون ما يعانيان للتكفير عن جريمة ممارسة الحرية وإرادة العيش بكرامة .

    وكم يتفطر قلبي حزنا ورحمة بالسجين السياسي المجهول الذي يقبع في زنزانات الاستبداد عربيا كان أم لا وخاصة بعائلته المنكوبة التي لا تطالب منظمة العفو الدولي بإطلاق سراحها والحال أنها في سجن بحجم وطن .

    لكن لي أسباب جلها شخصية ¡ لانتشال هذين الاسمين والتركيز عليهما وبالأساس للمعرفة الدقيقة بفظاعة المظلمة وحجمها وأسبابها وظروف ارتكابها والمتابعة العينية الدقيقة لطورها واستفحالها وشتان بين المرض الذي يصيب مجهولين وبين الذي تراه يفتك بمن حولك .

    وأعترف بأنني القي بصرخة فزع بخصوص نجيب الحسني لأنه الرجل الذي كان يزورني في السجن أسبوعيا ¡ لأنه صديق الأيام الصعبة¡ لأنه الرفيق الذي أسس معي ومع جملة من الأخوات والاخوة المجلس الوطني للحريات لأنه لن يهدأ لي بال قبل خروجه من السجون التونسية التي طوف بها من أقصى الشمال إلى أقصى الجنوب .

    وأعترف أنني نذرت نفسي مند سنوات للدفاع عن نزار نيوف الذي لم أتشرف بمعرفته إلى اليوم والقابع في السجون السورية وذلك انطلاقا من مقولة ”الأقربون بالأولى بالمعروف ”وهو قريبي بالعروبة وقريبي بالوطنية وقريبي بالديمقراطية وقريبي بالدفاع عن حقوق الإنسان وقريبي بالأنفة والصبر على المكروه .

    وفي نجيب الحسني تتجسّد كل المظالم التي يمكن لنظام استبدادي ارتكابها . هو يحال سنة 1994بتهمة ظالمة (ومشينة بالنسبة لمحامي المعي مثله أي التدليس)على محكمة ظالمة تحكم عليه ظلما بثماني سنوات سجن والحال أن الكل يعلم -بدأ بالقاضي الذي اصدر الحكم في حقه- أنه حكم سياسي وذلك لعقابه على تجنّده منذ عقدين للدفاع عن المتهمين السياسيين أيا كان لونهم .

    ثم يطلق سراحه تحت الضغوط الدولية سنة 1996 ليحيا باستمرار في ظل إرهاب البوليس السياسي ¡ ممنوعا من السفر¡ ممنوعا من الهاتف ¡ ممنوعا من العمل إذ لا بدّ لنجيب الحسني أن يموت كمدا وأن يموت قهرا وأن يموت جوعا أو ان يعمل المحامي الشهير في الحقول بيديه كفلاح بسيط لتأكل ثريا زوجته الفاضلة ولكي ياأكل جهاد وغفار ورابعة والتؤأمتين انس وإيناس اطفال المداهمات والمحاكمات والانتطارتحت الشمس وتحت المطر امام ابواب السجون ¡ اطفال القبلات بطعم الصديد يتبادلونها مع والد يعيش جلّ شبابه وراء القضبان

    ولأن نجيب الحسني لا يفهم الدرس ¡ يواصل جريمة جريمة اسمها الرأس المرفوع فإنه يعود في أواخر السنة المنصرمة للسجن لخمس سنوات طويلة أخرى بحجة أنه ترافع أمام المحاكم التي أصرت هيئة المحامين على حقه في الترافع أمامها وفي الحقيقة لأنه تجرّأ على العودة إلى الدفاع عن حقوق التونسيين في إطار المجلس الوطني للحريات .

    وثمة العديد من أوجه الشبه بين مأساة نجيب الحسني المحامي التونسي ونزار نيوف الصحافي السوري فنزار نيوف هو الآخر مناضل حقوق الإنسان والديمقراطية وهو الآخر ارتكب جريمة ممارسة حق التنظم وحق الرأي وحق الكرامة وهو أيضا عرف التعذيب والزنزانات القذرة وهو أيضا حاز على أكثر من جائزة تقديرية وعلى محبة واعجاب الديمقراطيين في العالم العربي وخارجه وهو الآخر يقبع إلى اليوم في السجن رغم حملات المنظمات الإنسانية المحلية والعربية والدولية .

    ولا اكتشف إلا اليوم القاسم المشترك الحقيقي بينهما والذي غاب عني لسنوات أو بقي مطمورا في غياهب اللاوعي.

    إنهما يتعرضان منذ سنوات عديدة لنفس الحقد ونفس التشمت ونفس إرادة التنكيل وإعطاء الدرس حتى يبقى الأمير مرهوب الجانب لأن الأمير العربي حفظ منذ نعومة أظافره أن ”العاجز من لا يستبد ”ولا مجال لأن يظنّ أحد به العجز لحظة .

    ونحن هنا في قلب الخطأ والخطيئة التي انبنت عليها أنظمتنا الاستبدادية العربية . والخطيئة هو هذا الظلم الذي يشتد  له غضب الله والله يمهل ولا يهمل. والخطأ أن يظن الأمير أن الظلم أساس العمران أو أن ينسى أن أبو الطيب وقف عند ويل للمصلين لأن العدل أيضا قوة جبارة متغلغلة في النفس البشرية ولولاه لانقلب العالم جحيما لا يطاق ولانتحرت الحياة منذ امد بعيد .

    ولو كتب أبو الطيب

    والعدل في شيم النفوس فإن تجد ذا زلة فلعلة لا يعدل

    لصدق بوصف النصف الآخر من الكأس الذي رأى نصفة الفارغ ولم ينتبه لنصفه الملآن .

    ولربما آن للأمير أن يقدّر قوة مطلب العدل في الانسان وفي الوطن والعالم ولربما آن الأوان ليعيد قراءة أبيات التشبيب التي اقنعته بان يكون مستبدا حتى لا يظن به العجز

    ليت هندا أنجزتنا ما تعد وشفت أنفسنا مما تجد

    واستبدت مرة واحدة إنما العاجز من يستبدّ

    إن الشاعرتوجه بكلامه لهند ولم يتوجه للأمير . هو قصد أن الحب استبداد لطيف محبب ولم يعمم القاعدة ولو عممها لقال بخصوص السياسة شعارنا جميعا : أنما العاجز من يستبدّ

    أطلقوا سراح نزار ونجيب وكل نزار وكل نجيب في سجونكم حتى لا يزداد  الله غضبا فيتفجّر من عباده الغضب .

    بعد صدور عدة عرائض احتجاجية : هل دخلت تونس مرحلة جديدة ¿  
    المطالبة باصلاحات سياسية جوهرية في تونس¡ تجاوزت دائرة النشطاء الضيقة¡ مثل الدكتور منصف المرزوقي (يمين الصورة ) والاستاذ مختار الطريفي [Keystone] يتواصل الجدل في تونس حول العريضتين اللتين وقع عليهما أكثر من 300 مثقف وسياسي ¡ وتضمنتا – رغم اختلاف الأسلوب والمصدر – انتقادات قوية لمجمل الأوضاع السياسية . كما تطرقتا إلى مسائل حساسة وحارقة مثل الفساد المالي والانتخابات الرئاسية التي ستنظم خلال عام 2004
    . لكن إلى جانب ذلك تستمر أيضا ردود الفعل حول المبادرة السياسية التي قام بها كل من السيدين محمد مواعدة وراشد الغنوشي . إذ بقدر ما عكست العريضتان حالة الاندفاع المتزايد لدى بعض شرائح النخبة التونسية نحو التعبير المشترك عن مواقف علنية تحمل السلطة مسؤولية ما تعتبره أزمة سياسية حادة ¡ بقدر ما أحدث نص مواعدة – الغنوشي رجة في الأوساط الديمقراطية المعارضة التي عبرت إما عن تحفظ شديد أو أعلنت انتقادها القوي بأسلوب أعاد إلى الأذهان أجواء الصراع السياسي الذي قادته من قبل عدة أطراف ضد حركة النهضة و “مشروعها” المجتمعي.

    في هذا السياق لاحظ المراقبون أن الخطاب الذي ألقاه الرئيس بن علي يوم 20 مارس بمناسبة الذكرى الخامسة والأربعين لعيد الاستقلال قد اختلف عن خطبه الأخيرة التي حمل فيها بقوة على من تصفهم وسائل الإعلام الرسمية ب “الخونة للوطن ” . لم يتضمن الخطاب الأخير ردا حادا ومباشرا سواء على الحملة الإعلامية والسياسية المتواصلة منذ عدة أشهر¡ أو على مجمل النصوص والعرائض التي رسخت القطيعة بينه وبين جزء لا يستهان به من النخبة الليبرالية واليسارية . لقد اكتفى بالتأكيد على التزامه بالديمقراطية ودعم التعددية الحزبية ¡ مؤكدا بالخصوص أن تونس هي ” بلد حقوق الإنسان”.

    لكنه اضاف بأن “تونس طوت نهائيا صفحة بقايا الولاء للخارج وغض الطرف عن أشكال التدخل الجديدة في الشؤون الداخلية ” . وبدل أن يوجه انتقادات لاذعة لفرنسا التي تحتظن أبرز الفعاليات الضاغطة على الحكومة التونسية ¡ وصف الرئيس بن علي اللغة الفرنسية بكونها ” مقوما مهما للتواصل مع الحضارة التي تربطنا بها أواصر تاريخية عريقة “. وهو ما فسره البعض بكونه تذكير للفرنسيين بعمق المصالح التي تربطهم بتونس ¡ خاصة بعد سلسلة القرارات التي رمت إلى تقليص تدريس الفرنسية في مرحلة التعليم الأساسي ¡ مقابل تعزيز حظور اللغة الأنجليزية¡ إضافة إلى فرض التعريب داخل الإدارة ولافتات المحلات التجارية . وهي إجراءات اتخذت ضمن تداعيات الاهتمام الفرنسي المتزايد بأوضاع الحريات وحقوق الإنسان في تونس .

    لا يشكل أسلوب صياغة العرائض الاحتجاجية والتوقيع عليها ظاهرة جديدة في تونس. فقد صدرت في السنوات الأخيرة عدة مبادرات في هذا الاتجاه¡ مع ذلك اكتسبت النصوص الأخيرة أهمية خاصة. فهي من جهة تنزلت في سياق أزمة مفتوحة ومستمرة بين السلطة والرابطة التونسية للدفاع عن حقوق الإنسان التي تحاول إبطال الحكم الابتدائي القاضي بإلغاء نتائج المؤتمر الخامس ودعوة الهيئة المديرة السابقة إلى استئناف نشاطها وإعادة عقد الجمعية العمومية. وهو الحكم الذي رفضته جميع الأطراف المعنية واعتبره الشارع السياسي حكما غريبا وغير قابل للتنفيذ.

    كما اشرت هذه المبادرات عن اتساع دائرة الاحتجاج¡ بعد أن انضمت إليها شخصيات اعتبارية هامة مثل وزير التربية السابق محمد الشرفي ووزير الصحة السابق سعد الدين الزمرلي¡ أو وجوه جامعية وإعلامية فاجأت الجميع بتواقيعها على نصوص سياسية تطالب الرئيس بن علي باحترام الدستور وتتحدث عن موت السياسة في تونس.

    من هؤلاء على سبيل المثال الجامعيون هشام جعيط ورؤوف حمزة وعلي المحجوبي أو الصحفي المعروف عبد اللطيف الفراتي. هذا يعني أن السلطة تخسر يوما بعد يوم إما حلفاء سابقين أو أطرافا كانت تتجنب في الماضي الانخراط المباشر في الفعل السياسي. كما أشر ذلك أيضا على تراجع حالة الحذر والخوف التي سيطرت على النخب طيلة السنوات الماضية¡ وتوفراستعدادات أكثر للاهتمام بالشأن العام وممارسة الحق في التعبير والاحتجاج العلني والسلمي.

    لكن في المقابل¡ كشفت التحركات الأخيرة عن استمرار هاجس الخوف من كل تنسيق سياسي مع حركة النهضة المحظورة. وإذا كان هناك من يعتقد بأن لهذا التخوف علاقة بعدم تنضيج الحوار حول مجمل المسائل ذات الصلة بإشكالية الهوية¡ إلا أن قطاعا عريضا من النخب الليبرالية وبعض شرائح اليسار تنطلق من الاعتبارات السياسية لتؤكد بأن التنسيق أو التحالف مع الإسلاميين أمر سابق لأوانه¡ ولا تتوفر له حاليا الأرضية الواضحة أو الملائمة .

    هذا الأمر جعل الكثيرين يعتقدون بأن مبادرة مواعدة – الغنوشي كانت خطأ سياسيا. بعضهم وصفها بالخطأ التكتيكي¡ وآخرون رأوا فيها خطأ استراتيجيا. هذا هو الذي يفسر بقاء المبادرة ثنائية¡ بعد أن رفضت جميع الأطراف الالتحاق بها. لكن ذلك لا يمنع من القول بأن الساحة السياسية في تونس قد بدأت تتهيأ لمناقشة عدة قضايا كانت إلى وقت قريب ممنوعة من التداول.

    Your Excellency,

    We issue this joint statement to protest the deteriorating situation of human rights in Tunisia and the escalating attacks on academics advocating democratic reforms and the rule of law. In recent months, government critics have faced markedly greater levels of violence at the hands of persons believed to be linked to security forces, suggesting a systematic campaign to silence all critical voices. As organizations devoted to educational issues and academic freedom, we are particularly alarmed by the assault against Tunisia’s educators and intellectuals. We urge you to use your powers to curb the increasing use of violence exhibited in this campaign and to safeguard the international human rights embodied in international covenants that Tunisia has pledged to uphold.

    Your Excellency, as Tunisia celebrates the 45th anniversary of its independence this week, its citizens increasingly seek to exercise their internationally recognized rights to free expression and free association. Speaking on the occasion of this anniversary, on March 20, you stated that Tunisia has “chosen democracy both as a principle and a practice.” A central characteristic of a democracy is the ability of its citizens to receive and impart information freely about their own society, and independent academic and scholarly work are crucial to fostering this ability. When Tunisia acceded to the International Covenant on Civil and Political Rights, it made a commitment to guarantee all individuals the “freedom to seek, receive and impart information and ideas of all kinds.” Yet independent thinkers who challenge your government’s policies in a peaceful manner have suffered sharper and more violent responses when exercising these rights.

    Over the last few weeks, to name but a few examples, unknown assailants have attacked journalist Jalel Zoghlami on February 3 and again on February 7, apparently because of his effort to publish an independent newspaper. On February 21, four representatives of the international human rights group Reporters Sans Frontiers who were trying to distribute copies of this newspaper (including the organization’s secretary-general, Robert Menard) were attacked by a group of nearly twenty men; the NGO representatives were later expelled from the country. On February 22, Naziha Boudhib, a member of the Tunisian Association of Democratic Women (ATFD), was attacked by several men who forcibly took her documents chronicling the human rights situation in Tunisia.

    Your Excellency, we are especially troubled by reports of two recent attacks against Prof. Khedija Cherif, a sociologist at the University of Tunis and a prominent advocate of women’s rights. On March 1, Prof. Cherif was beaten, sexually harassed, and verbally abused as she was attempting to attend an informal meeting at the former headquarters of the CNLT in Tunis. Eyewitnesses identified her attackers as plainclothes police officers, and photographs taken during the attack seemed to identify one of the attackers as the chief of police of the Medina section of Tunis.

    In the same incident, the assailants also attacked Prof. Abdel Kader Ben Khemis, a professor at the University of Sousse, and physically prevented him from attending the CNLT gathering. Several others attending the meeting, including Sihem Bensedrine, a prominent journalist and the CNLT’s spokesperson, were also attacked. Ultimately the attackers succeeded in stopping the meeting from taking place. Prof. Cherif and Prof. Ben Khemis have filed complaints with the local prosecutor’s office, but have not received any acknowledgement of or response to their case.

    Prof. Cherif was attacked again on March 10 on the steps of the courthouse. An unidentified man in civilian clothes attacked Prof. Cherif and tried to take a dossier from her hands that contained the details of her complaint about the earlier attack she had suffered. When she resisted, the assailant pushed her to the ground, pried the dossier from her hands, and ran away.

    We also remain concerned about the ongoing harassment of Prof. Moncef Marzouki, the CNLT’s former spokesperson. Prof. Marzouki was arbitrarily blocked from leaving Tunisia on March 10. In December of 2000, he was sentenced to one year in jail on spurious charges of “belonging to an illegal organization” and “disseminating false information,” stemming from his former activity with the CNLT. This sentence has been suspended pending appeal, and the relevant judicial authorities had indicated to his lawyers that he could leave the country. Prof. Marzouki was invited by the medical school at University of Paris VII to assume a two-year teaching position, beginning on April 1, after he was improperly dismissed last year from his position teaching public health at the University of Sousse. He has been prevented from teaching or publishing in Tunisia and therefore cannot earn a livelihood, and he is under constant surveillance and is only allowed intermittent telephone contact.

    Your Excellency, we ask that you demonstrate your government’s oft-repeated commitment to human rights by immediately initiating a thorough and objective judicial investigation into the assaults on Prof. Cherif and Prof. Ben Khemis. We also ask your government to halt the use of arbitrary judicial and administrative proceedings against its critics, among them Prof. Marzouki. Finally, we urge you to exercise your authority as the chief executive of the republic to rein in the security forces’ campaign of violence and intimidation against academics and other critics of the government.

    Journée nationale de solidarité avec le peuple tunisien organisée à l’initiative de comités locaux d’ATTAC et de la coordination Tunisie

    Comme en témoignent les récents événements, la situation des libertés en Tunisie connaît depuis quelques mois une détérioration alarmante.
    La coordination Tunisie et des comités locaux d’ATTAC organisent donc

    une journée d’action nationale le samedi 7 avril

    Pour Paris,   rendez-vous  place de la fontaine aux innocents à 14 heures.

    Malgré les campagnes internationales de solidarité en faveur des droits de l’homme en Tunisie et la mobilisation de la société civile à l’intérieur du pays, la situation des libertés connaît depuis quelques mois
    une détérioration alarmante.

    De nouvelles agressions physiques ont été perpétrées en plein jour et en toute impunité par des “inconnus” à l’encontre de défenseurs des droits de l’homme, de journalistes et d’opposants politiques.

    Plus que jamais le régime de Ben Ali semble décidé à museler tout cadre associatif autonome échappant à son contrôle, étouffer toute opposition et démanteler toute résistance.  En témoignent :

    – la série de procès politiques à l’encontre de militants politiques ou de défenseurs des droits de l’homme (PCOT, Ennahda, Moncef Marzouki, Néjib Hosni …)

    – l’annulation des résultats du dernier congrès de la Ligue Tunisienne pour la défense des Droits de l’Homme et l’engagement de procédures judiciaires contre son président, maître Mokhtar Trifi.

    – la non reconnaissance légale et le harcèlement systématique des militants du Conseil National pour les Libertés en Tunisie (CNLT) et du Rassemblement pour une Alternative Internationale de Développement (RAID : ATTAC Tunisie) entre autres.

    – la violation systématique du droit d’associations, pourtant reconnues, à se réunir et mener une activité normale (Association Tunisienne des Femmes Démocrates, Associations des Jeunes Avocats, Amnesty
    International, …)

    – la satellisation totale de la presse, la poursuite du harcèlement du journaliste Taoufik Ben Brik, l’agression contre Jalel Zoghlami, directeur du journal interdit Kaws al Karama.

    – l’étouffement des libertés syndicales et de toute forme de syndicalisme indépendant (droit de grève …)

    Néanmoins, en dépit d’une dérive policière sans précédent et du règne de l’arbitraire dans un pays ayant pourtant signé une série de conventions en matière de droits de l’homme, le gouvernement tunisien continue de jouir du soutien financier et politique de la France et de l’Europe.

    Prochainement se tiennent la session de la Commission des droits de l’homme de l’ONU et de la réunion du Conseil d’association euro-méditerranéen qui doit évaluer l’accord d’association Union Européenne/Tunisie le 10 avril.
    A cette occasion, la coordination Tunisie et des comités locaux d’ATTAC organisent une journée d’action nationale le samedi 7 avril

    L’objectif de l’action est d’attirer l’attention des citoyens et des médias français sur la réalité tunisienne, de soutenir les victimes des violations des droits de l’homme et les initiatives de tous ceux qui résistent à l’arbitraire policier et d’inciter les responsables politiques français et européens à réagir.

    L’action aura lieu simultanément dans plusieurs villes de France : Paris, Lyon, Marseille, Rouen et Limoges.

    Pour Paris,   rendez-vous  place de la fontaine aux innocents à 14 heures.
