    ANALYSIS-Rights struggle stirs Tunisia political course

       TUNIS, March 9 (Reuters) – The Tunisian government’s efforts to project an image abroad of stability are being undermined by alleged curbs on civil rights, diplomats and political analysts
    said on Friday.
       “There is obviously a clampdown on freedoms. It’s all the more paradoxical since the government sent signals of political detente,” said Mustapha Ben Jafar, head of a banned moderate
    opposition group, the Democratic Forum for Labour and Freedoms.
       Last week plainclothes policemen barred about 20 rights activists from attending a meeting of the banned National Council for Liberty in Tunisia (CNLT).
       The activists said they were beaten and abused by police.
       Last month a court ordered the dissolution of the leadership of the Tunisian Human Rights League, the country’s only independent human rights group. It ruled it had broken its own
    regulations when electing its leaders last October.
       Many human rights activists in the North African country now recall with nostalgia lsat year’s “spring of freedom” when they were allowed to gather and speak their minds with relative ease.

       POSSIBLE REFERENDUM
       Government officials have dismissed reports of a crackdown as attempts to gain foreign media attention. They argue the few dissidents known abroad are deliberately breaking the law.
       But diplomats said President Zine al-Abidine Ben Ali was seeking to suppress any credible opposition ahead of a possible referendum this year that would give him a fourth term. Under
    the current arrangements, his mandate ends in 2004.
       The diplomats also pointed to a broader picture with opponents growing bolder amid a general yearning for more democracy and a pluralistic political system.
       “Tunisia is ready for true democracy. People are mature and responsible,” a Western diplomat said.
       Despite the government’s pledges that “democracy is an irreversible choice”, an opposition leader, who requested anonymity, said: “They don’t want to accept independent groups
    … What’s new now is that the regime is cracking down on legal political groups, and the human rights league is one of them.”
      The Progressive Socialist Rally, one of six legal political parties, had its newspaper, El Mawquif (The Stance), seized in January.
       One diplomat traced the changes to the death on April 6 last year at age 97 of former President Habib Bourguiba, the architect of modern Tunisia.
       Ben Ali, 63, was Bourguiba’s prime minister in 1987 when he arranged for a team of doctors to declare the veteran leader senile and unfit to rule, before taking over.
       “The Bourguiba funeral was badly handled by the government. All was done with insensitivity, without allowing people to express their feelings,” the diplomat said, recalling a deployment of security forces that prevented the crowds from attending the funeral in Bourguiba’s home town of Monastir.
       “From that moment, the feeling of frustration became evident, people started criticising things in general. It was historic, a watershed,” he added.

       SMALL MINORITY
       The U.S State Department in its human rights report on Tunisia for 2000 said “members of the security forces tortured and physically abused prisoners and detainees.
       “The government asserts that police officials who commit the abuses are disciplined, but there have been no documented cases in which security officials were disciplined for such cases,” it added.
       Government officials argue that sustained economic development requires political stability and that the country has to move towards democracy at its own pace, not to please a small minority clamouring for absolute democracy right now.
       But diplomats said Ben Ali might have no other options than to speed up political reforms.
       “Democracy needs a political infrastructure and it seems it’s not the case now. It’s impossible to establish democracy while stunting opposition,” one diplomat said.
       Ben Ali won re-election in October 1999 with 99.44 percent of the vote — a figure that raised eyebrows abroad — in the first multi-candidate presidential race in the country’s
    history.
       The vote reaffirmed the dominance of his ruling Constitutional Democratic Rally (RCD) party, a fact the U.S. State Department highlighted in its report. “The ruling RCD party is firmly intertwined with government institutions throughout the country, making it extremely difficult for opposition parties to compete on a level playing
    field,” it said.

    الفرصة للتشاور والنقاش السريع في العديد من القضايا العالقة داخل السجن كما ان زيارة أيام العيد كانت بدون حضور العون الذي يقف بين العائلة والسجين وقد
    استغلت هذه الفرصة أيضا لتسريب العديد من خبايا السجن والأخبار التي كانت
    محرمة. فهل تكون هذه البادرة بادرة خير¿ هذه الأخبار نقلتها إلينا إحدى عائلات
    السجناء السياسيين بعد ما زارت ابنها يوم العيد. والسلام عليكم

    RELATIONS TUNISO-TCHEQUES: BEN YAHIA A PRAGUE.

    Visite à Prague du chef de la diplomatie tunisienne Ben Yahia

      PRAGUE, 8 mars (AFP) – Le ministre tunisien des Affaires  étrangères, M. Habib Ben Yahia, a rencontré jeudi notamment son homologue tchèque Jan Kavan, le Premier ministre Milos Zeman et le  ministre de la Défense, Vladimir Vetchy, avec qui il a évoqué les  échanges commerciaux tchéco-tunisiens, a annoncé l’agence de presse  tchèque CTK.
      Ces échanges ont baissé en volume de quelque 50% depuis 1997, ce  qui est dû en partie à une diminution des importations en République  tchèque des phosphates tunisiens, selon l’agence tchèque.
      Sur le plan militaire, le ministre de la Défense a évoqué avec  M. Ben Yahia les possibilités de coopération: l’aviation militaire tunisienne dispose depuis 1995 d’avions subsoniques d’entraînement et de combat L-59 fabriqués par l’avionneur tchèque Aero de Vodochody.
      Vendredi, M. Ben Yahia qui était arrivé mercredi à Prague pour une visite de trois jours, s’entretiendra notamment avec le président tchèque Vaclav Havel, et le chef du Sénat (chambre haute du parlement), Petr Pithart.

    Leading Shiite Muslim cleric returns to Bahrain from self-imposed exile.

      MANAMA, Bahrain (AP) — A leading Shiite Muslim cleric associated with the opposition returned to a hero’s welcome in Bahrain on Thursday after years of self-imposed exile.
      “Welcome! Welcome! Sheik Qassim,” hundreds of Bahraini Shiites chanted at the airport after Sheik Isa Qassim alighted from a plane that had flown him from Iran.
      Looking weary, Qassim, who is believed to be in his 60s, was whisked through the airport, where security was especially tight, and taken to a waiting minibus.
      Members of the crowd clapped and shouted “Victory for Islam” as Qassim boarded the minibus to be driven to his home in Diraz, a village southwest of the capital Manama.
      Scores of honking vehicles, moving bumper to bumper, followed the sheik’s vehicle as it slowly made its way along the 10-kilometer (6-mile) route. The cars carried pictures of Qassim
    and Bahrain’s emir Sheik Hamad bin Isa Al Khalifa.
      Qassim did not speak to the media, but his son-in-law, Ali Jassem, said the sheik believed he had returned at an important time for Bahrain because of the constitutional reforms under way.
      “He is very calm and wants to shoulder the responsibility of developing the country by peaceful means,” said Ali Jassem, Qassim’s son-in-law.
      Last month, Bahrainis voted by an overwhelming majority for a national charter that provides for an elected parliament and equal rights for all citizens. Ten days earlier, the emir pardoned 108 exiles and 289 other people who had been accused, detained or convicted on security charges.
      Bahrain experienced a violent campaign for political reform during the mid-1990s, led by Shiites who demanded the restoration  of the parliament that was dissolved in 1975. Shiites, who form the majority of the population, felt they did not enjoy economic and social parity with the Sunni Muslims, to which the ruling family belongs. More than 40 people died in the unrest and hundreds were imprisoned.
    Qassim had been an active member of the dissolved parliament and is a close associate of Bahrain’s most prominent internal dissident, Sheik Abdul Ameer al-Jamri. Al-Jamri spent 3 1/2 years in detention on charges of espionage and inciting unrest. He was pardoned in July 1999, a day after he was convicted of the offenses and sentenced to 10 years in jail and a massive fine.
      Qassim left Bahrain to study theology in the Iranian holy city of Qom before the unrest began in December 1994. He is believed to have remained abroad for fear of being detained on his return.
      Diraz, where Qassim used to lead daily prayers at the island’s largest Shiite mosque, was a hotbed of anti-government activity during the unrest. And Qom, where Qassim lived in Iran, hosted many Bahraini dissidents.
      In an interview with Bahrain’s Gulf Daily News, published Thursday, Qassim welcomed the reforms of the Western-educated emir, who succeeded his father in 1999.
      “These bold political steps taken by the emir will certainly yield enormously positive results in a new environment where everyone will contribute to the march toward progress,” he said.

    رسالة عيد الأضحى

      الحمد لله رب العالمين مالك الملك يحيي ويميت وهو على كل شيء قدير والصلاة والسلام  على من بعث رحمة للعالمين محمد وعلى اله وصحبه ومن دعا بدعوته وحمل لواءه إلى يوم الدين

     شعبنا الصامد¡ أيها الاخوة والأخوات¡ أيها المؤمنون في كل مكان السلام عليكم ورحمة الله وبركاته.وكل عام وأنتم بخير

       عيد آخر يمر على تونس الحبيبة وعلى أمة الإسلام عامة وهي على حال لا تسر سوى أعدائها¡حال لا يرضاه لها الله ورسوله ولا جمهرة أبنائها:صالحيها وأحرارها¡ عيد آخر يمر وفلسطين والأقصى مسرى نبينا عليه الصلاة والسلام  تحت الاحتلال شان عدد آخر من أوطان المسلمين في كشمير والشيشان وجنوب الفليبين وآراكان والتركستان. عيد آخر يمر على وطننا العزيز وأمة العرب والمسلمين تحت نير الاستبداد وجحيم المافيا. شريعة الإسلام وعدالته ووحدة أمته وحقوق الإنسان عامة مغتربة مهجورة  في اغلب البلاد¡والسجون مزدحمة بالأحرار¡ بأبطال الإسلام خاصة. ومع ذلك نقول لكم: كل عام وانتم بخير.

    نحن متفائلون مستيقنون بان حالنا إلى خير إن شاء الله وأن هذا العيد ليس صورة طبق الأصل من العيد  الذي سبق¡ ذلك أن تطورات إيجابية مهمة وإن تكن نسبية  قد حصلت بين هذين الموسمين¡عيد الأضحى الماضي وهذا العيد¡ وأول الغيث قطر ثم ينهمر بمشيئة الله. وسنة الله سبحانه وتعالى في التدرج سنة ثابتة. والمهم أن نستيقن أننا على الحق على طريق خدمة وطننا وأمتنا وديننا طريق ربنا سائرون وأننا في مرضاته ساعون  وأننا على كلمته مجتمعون وان الهم الذي ننام به ونصحو عليه ونتحرك ليلنا والنهار من أجله  هو عزّ الإسلام والوطن عز المسلمين¡ وأننا نتقدم إلى هدفنا في ثبات. حسبنا أن نلقى الله سبحانه وتعالى  وهو راض عنا¡مهتدين بهدي نبينا عليه السلام¡ الذي كان يردد عندما يعرض أهل الدنيا عنه وتتنكر له قواها الشيطانية وتتألب ضده: اللاهم إن لم يكن بك غضب علي فلا أبالي. لا يعرف القنوط ولا الحزن ولا الوهن ولا التفكير في التراجع إلى نفسه سبيلا. وما من شك أن حالنا اليوم بكل المقاييس أيسر بكثير من حال الفئة الأولى المسلمة المغتربة في العالم يومئذ: فالإسلام  في حالة مد اليوم وليس هنالك من عقيدة ليس هناك من إيديولوجية على وجه الأرض هي في حالة فوران ونشاط وامتداد بعد أن تهمشت أيدلوجيات الإلحاد واهتزت مشاريع العلمنة وسائر المشاريع المضادة والتي رشحت نفسها بديلا للمنهج الإلهي وللإيمان جملة. هناك تطورات إيجابية مهمة جدا: في فلسطين اندلعت في هذه السنة الانتفاضة المباركة التي هزت عمق الكيان الصهيوني اللقيط الذي ظن انه قد استقر إلى الأبد! وليس أمام الأمة إلا أن تصطلح معه وتبحث عن تسويات معه مهما كانت مذلة!! فتسابقت له السنوات الماضية أنظمة الهرولة ومنها نظام الاستبداد في بلادنا¡ بينما استطاعت هذه السنة انتفاضة الأقصى انتفاضة الحجارة¡ انتفاضة المجاهدين انتفاضة شعب بكامله أن تهز ليس فقط الكيان اللقيط المغتصب الذي طالما وصفه المتخاذلون بأنه لا يقهر¡ وإنما اهتزت معه أيضا عروش الطغيان في المنطقة كلها إذ امتدت المظاهرات¡ امتدت شرارات الانتفاضة الملتهبة لسائر أنحاء الوطن الإسلامي¡ فأيقظت الأمة¡ وتحرك المارد الذي تخشاه أنظمة الاستبداد وترتعد مفاصلها من وقعه أعني الجماهير عندما تنزل إلى الشارع. فالشارع وقود التغيير وأداته.

    فهذه السنة سنة مباركة إذ تحرك فيها الشارع عارما بمالم يحدث مثله منذ عشر سنوات حتى ظن به الموات. ولكنها أمة عظيمة أمتنا وجديرة بالاحترام وأن تحمد الله سبحانه وتعالى وان تستشعر بركة هذا العيد والتطورات التي حصلت بين العيد السابق وهذا العيد.

    في مصر أهم بلد عربي أيضا حصلت تطورات مهمة على صعيد تأكيد الاعتراف الشعبي -وعلى طريق الاعتراف الرسمي إن شاء الله- بالحركة الإسلامية كيانا لا يمكن القفز فوقه ولا يمكن تجاوزه ولا يمكن إهماله بعد أن تمكنت من تهميش أو تحجيم القوى المعادية لها سواء أكان ذلك في الانتخابات التشريعية أم كان ذلك في مناسبة انتخابات نقابة المحامين.

     هنالك تطورات على اكثر من صعيد في العالم الإسلامي: في الغرب نفسه¡ الحركة الإسلامية حركة الدعوة إلى الله سبحانه وتعالى حققت تقدما كميا ونوعيا. إخواننا في الولايات المتحدة لأول مرة قد أثبتوا اقتدارا وفعلا معتبرا مؤثرا في المجال السياسي¡ فهم الذين كانوا قوة الترجيح في معركة الرئاسة وألحقوا بالصهاينة هزيمة مرة. وما هذه إلا خطوة ستتلوها خطوات كبيرة بإذن الله في كل بلاد الغرب.

    في الجوار المغربي حصلت تطورات مهمة¡ سواء على صعيد القطر الليبي حيث ارتفع الحصار إلي حد كبير¡ وفي الجزائر تدهورت أوضاع الاستئصال اكثر فاكثر واصبح الحل قريبا والدعوة إلى المصالحة الوطنية على الأبواب بإذن الله بعد أن افتضح إجرام وفساد الجنرالات¡ والملك يقترب أجله يوم يبدو عاريا. وفي المغرب ارتفع الحصار على حركة العدل والإحسان إلى حد كبير واستقر وضع حركة الإصلاح في اعتراف من الجميع بثقل المعطى الإسلامي وارتباط استقرار البلد ومستقبله والنجاح في أي انتخاب بالتحالف مع دعاته.

    هذه التطورات سواء على صعيد المشرق العربي أو الغرب أو في منطقتنا كانت وستكون لها انعكاسات إيجابية إن شاء الله¡ في وطننا العزيز حيث مشروع التغريب مشروع الدكتاتورية مشروع المافيا الذي يحكم البلاد تتساقط أثوابه داخليا وخارجيا.

     ويشهد مزيدا من المحاصرة ومزيدا من الضيق والاختناق ما دفعه لمزيد من القمع ومزيد من التشديد على الأحرار¡ ولكن الثابت اليوم هو التنامي المتسارع لقوى المقاومة والاحتجاج والتغيير واتجاهها جميعا إلى التقارب بما في ذلك الحركة الإسلامية مع تنامي التعاطف الشعبي معها وقناعة القوى الديمقراطية الحق بمظلمتها وعمقها الشعبي بما يجعلها معطى أساسيا ثابتا لا يمكن تجاوزه بحال في أي مشروع للتغيير والحكم الديمقراطيين. ومن ذلك تصاعد واتساع المطالبات بالعفو التشريعي العام إلى جانب ما قام به أبطالنا في السجون من إضرابات مهمة وتحديات كبيرة برهنوا بها مرة أخرى على عظمة هذا الدين وعلى أهمية هذه الحركة وبركتها وقدرتها بفضل الله سبحانه وتعالى ثم بصمود شعبنا وأصالة وعمق تدينه: وآية ذلك هذا المد الشبابي ومن كل الأعمار والفئات صوب المساجد في ظل الغياب التنظيمي للحركة. لقد دبت هذه السنة في المساجد على امتداد البلاد حياة نشطة عظيمة شاهدة على عودة صحوة الإسلام وعمق أثر الحركة في مجتمعها¡ بما جعل مخزون التدين يتمرد -وقد بلغ سيل الاستهتار بالدين والأخلاق والهوية الزبى-يتمرد على كل رقابة وضبط. أوليست تونس للإسلام وطنا بل قلعة من أعظم قلاعه¿ وهو ما نسيه وينساه قصيرو النظر. ولكنه لن يلبث أن يغدو أمرا واقعا يفرض نفسه على الجميع.

     على صعيد الحركة السياسية هناك بوادر مهمة على إعادة تشكل المنتظم السياسي بما يفتح الطريق أمام معادلات جديدة وظهور قوى وطنية جادة تضع برنامج للتغيير وتقودها عبر نضالات جبهوية  ترفع كابوس القهر والفساد عن البلاد والعباد وتفتح الطريق أمام تحقق شعار (فرض الحريات العامة)  وهو الشعار الذي رفعته الحركة من وقت مبكر  في بداية التسعينات. واليه يتجه التطور اليوم بإذن الله.وشبيه به الشعار المهم الذي انعقد مؤتمر الرابطة تحته”كل الحقوق لكل المواطنين”. أو الشعار الذي رفعه ( المجلس الوطني للحريات)” نمارس حقوقنا ولا نطالب بها”. ورغم الحظر الغشوم الذي سلط على هاتين المؤسستين فقد واصلتا مع قطاعات مهمة في المجتمعين السياسي والمدني النضال. وبلغت الجرأة على الاستبداد حد المطالبة برحيل رأس المؤسسة القائمة عليه أو عدم التجديد له.

    وعلى الصعيد الداخلي شهدت الحركة هذه السنة محطات مهمة تحقق فيها أكثر من أي وقت مضى ما يشبه الإجماع حول الخيارات الكبرى وحول مؤسساتها.

    وعلى صعيد البلاد حصل كما ذكرت مزيد من اللقاء بيننا وبين حركات كان قد تمكن الطغيان من فرض القطيعة بيننا وبينها ليتمكن نهاية والى حين من ضرب الجميع. بينما الاتجاه واضح وماض قدما بإذن الله صوب تأكيد العمل المشترك نضالا من اجل اعتماد الحلول السياسية لا الأمنية في التعامل مع مشكلات البلاد الفكرية والسياسية وفرض الحريات العامة وتحقيق العفو التشريعي العام والاعتراف بكل القوى الوطنية. مطلوب مزيد من الحوار والتلاقي والبحث عن المشترك والأعراض عن الخلافات الجزئية أو التي لا تمس جوهر مشكل البلاد اليوم ألا وهو الاستبداد والفساد. فإليه وحده يجب أن تتجه كل السهام بما يحقق في البلاد فرزا واصطفافا واضحين بين قوى التحرر المنادية بتونس لكل أبنائها من دون إقصاء وبين قوى الاستبداد والمافيا والصهينة والاستئصال التي جعلت وتريد أن تجعل من وطننا الحبيب والى الأبد مزرعة عائلية خاصة إن لم تكن مركز دوليا للدعارة.

    غير أنه مما لا ينبغي أن نذهل عنه لحظة إذا منا أيها الاخوة والأخوات وامتنا وحركتنا بلادنا تستشرف طورا جديدا من النماء وطورا جديدا من العطاء  مطلوب أن أذكركم ونفسي مرة أخرى بضرورة تزكية نـفوسنا¡ فرصيدنا الأول رصيدنا الأعظم أن نلقى الله سبحانه وتعالى وهو راض عنا  أن لا يفتقدنا مولانا حيث يريدنا وان لا يلقانا حيث ينهانا مطلوب أيها الاخوة والأخوات أن نمتن صلتنا بالكتاب العزيز وهو العروة الوثقى وهو حبل الله الممدود بين السماء والأرض فبقدر ما نستمسك بهذا الحبل المتين بقدر ما نكون على الصراط المستقيم ونضرب ليس بأيدينا وإنما بيد الله  ونتصرف في منح وعطايا لا يحصيها إلا الله سبحانه وتعالى. مطلوب منا أن نحفظ صلواتنا في أوقاتها خاشعين وان نقيمها جماعة وان نجعل من بيوتنا مساجد يذكر فيها اسم الله وان نزكي علاقات الاخوة فهي الرصيد الثاني: (واعتصموا بحبل الله جميعا ولا تفرقوا) فلا تحاسدوا ولا تباغضوا بل توادوا وتحابوا فـ “إنما المؤمنون اخوة” “ولا يؤمن أحدكم حتى يحب لأخيه ما يحب لنفسه” وفي رواية “حتى يحب للناس ما يحبه لنفسه” مطلوب أن نهتم بخلية المجتمع الإسلامي الأولى بالأسرة  بأطفالنا فهم رصيد المستقبل أن نهتم بأخواتنا فهن المحاضن الآمنة وهن القلاع الصامدة. ولن يصلح هذا المجتمع ولن تصلح هذه الجماعة ما لم تكن هذه الأسرة ما لم تكن هذه القلاع متينة¡ إن هناك ظواهر عولمية تبعث على الانشغال على مستقبل الأسرة. وهناك أوضاع اجتماعية تبعث على القلق على مستقبل زيجات وأطفال¡ وقد تفشى سرطان الطلاق وتشرد الأطفال في عالمنا وبلادنا. مطلوب تجديد الإيمان ورابط الحب والعشرة والتصابر والتغافر والحذر من أن تصيبنا لوثات مجتمعات الاستهلاك بالتنافس في الجمع والتكديس للمتاع بدل التنافس في طاعة الله والتقرب له¡ بما يذكر بهذه الصورة الجميلة التي رسمها القائد المعلم عليه السلام للزوجين الصالحين “رحم الله رجلا قام من الليل فصلى  وأيقظ زوجه للصلاة فأبت فنضح وجهها بالماء فقامت فصلت. ورحم الله امرأة قامت من الليل فصلت وأيقظت زوجها للصلاة فأبي فنضحت وجهه بالماء فقام فصلى”هذا هو النموذج الأسري الذي يحبه الله ورسوله الذي يتعاون على قيام الليل وأداء النوافل فكيف بالفرائض التي ضيعها قوم كثر من المنتسبين لملة الإسلام والجميع يعلم مكانة الصلاة الركن الأعظم بعد الشهادة وأول ما يسأل عنه العبد يوم القيامة. مطلوب أن يتنافس المؤمنون ليس على المتاع الزائل وإنما على البذل والعطاء والجهاد والتقى¡ فبمثله تنتصر الدعوات وليس بالتنافس في الاستهلاك والمشتريات والاقتناء  من الملابس والأثاث ووسائل الترفيه ما يذهب بالسمت اللائق بأسرة مجاهدة تربي أطفالها على خلق الرجولة والجد وما يحفظ الاستعدادات الطبيعية الفطرية ليكونوا دعاة وداعيات ومجاهدين ومجاهدات. مطلوب من أخواتنا واخوتنا أن يتحملوا مسئوليتهم على نشأة الجيل الجديد وهو لا يمكن أن ينضج إلا في محاضن طاهرة  فيها دعوة وتلاوة وفيها صلاة وفيها أذان وفيها تراحم وفيها زيارات وفيها استضافات ومجالسة للصالحين وزيارات للمساجد واجتماعات على الخير. مطلوب أن نبذل مزيدا من الجهد ومزيدا من المال ومزيدا من الأنفس في خدمة الإسلام  والتخفيف من معاناة إخواننا وأخواتنا الصامدين صمود الجبال الرواسي في ظروف قاسية جدا¡ مطلوب أن نتحمل بجد الأمانة: أمانة الدين والاخوة¡ لاسيما ونحن إن شاء الله تعالى في الربع ساعة الأخير من المحنة¡ مطلوب أن نبذل اكثر أن نصمد اكثر وان نجعل لربنا وان نجعل لاخوتنا ولجماعتنا وان نجعل لأسرنا -وكل ذلك لله سبحانه وتعالى- نصيبا أوفى من الجهد. لان العيد أيها الاخوة والأخوات ليس لمن لبس الجديد وأكل الثريد وإنما العيد  لمن وفقه الله تعالى فجدد إيمانه وارتقى بأدائه واستقامت طريقته وتحسن فعله وشعر بان عطاءه للإسلام للوطن والأمة والإنسانية أوفى هذه السنة من عطائه في السنة الماضية وعزم وصمم  ودعا الله سبحانه وتعالى على أن يعينه فيكون أداؤه في السنة القادمة السنة الهجرية 1422 أهم وأزكى واطهر واخلص من أدائه في السنة الماضية. مطلوب أن نراجع أنفسنا في علاقتا بالكتاب وعلاقتنا بالسنة بالتزاماتنا مع جماعتنا وإخواننا الصامدين ومع وطننا المحاصر ومع امتنا وقضاياها الكبرى وفي طليعتها الأقصى الأسير وانتفاضته المباركة التزاماتنا مع قضايا الإنسانية¡ لا سيما التصدي لانعكاسات العولمة الكارثية  بما يخفف على الاقل من وطأة مجتمعات الاستهلاك علينا حتى نوفر طاقة نتقرب بها إلى الله سبحانه وتعالى.نريد أن يدركنا العام القادم إن شاء الله وحالنا خير من هذا  نريد أن يدركنا العام القادم وقد امتد واتسع التيار العالمي المناهض للعولمة وتجذرت الانتفاضة المباركة في فلسطين واهتز الكيان الصهيوني اكثر وامتدت شرارات الانتفاضة  عبر أرجاء الأمة الإسلامية واندحر أكثر وخنس دعاة التخاذل والتطبيع¡ وتعزز تيار التحرر ومقاومة الاستبداد في بلادنا والأمة والعالم وتقاربت صفوف جماعاته على اختلاف منطلقاتهم في مواجهة الاستبداد صفا واحدا.وكان لنا إسهام معتبر على كل هذه الجبهات. ولعل الهداية خلال ذلك  تكون  قد أدركت  مزيدا من القلوب  في كل المستويات  وان نكون قد حافظنا على مكاسبنا إن شاء الله في الاستقامة وفي وحدة الجماعة  وفي الدعوة إلى الخير  والتخفيف من معاناة إخواننا وأخواتنا في الأرض الحبيبة. مطلوب أن نعمل على إضافة كسب جديد  لا سيما على صعيد أطفالنا وعلى صعيد أسرنا على صعيد دعوتنا  حتى نكون أهلا للانتساب إلى” خير أمة أخرجت للناس” ( كنتم خير أمة أخرجت للناس تأمرون بالمعروف وتنهون عن المنكر وتؤمنون بالله – “ولتكن منكم أمة يدعون إلى الخير ويأمرون بالمعروف وينهون عن المنكر وأولئك هم المفلحون) “ولا تكونوا كالذين تفرقوا واختلفوا  من بعد ما جاءهم البينات وأولئك لهم عذاب عظيم)¡ اذكروا الله يذكركم اذكروه ذكرا كثيرا عميقا شاملا تجدوه معكم يقويكم وينصركم.إن نصره قريب كحسابه فتهيئوا له” إنهم يرونه بعيدا ونراه قريبا”  قد ترونه بعيدا ولكن أوهى الأنظمة هي الدكتاتوريات.وهذا موسم تساقطها: إندونيسيا يوغسلافيا الفليبين.. والبقية تأتي. فاثبتوا وابذلوا فإن هذا أوان انتصار الإسلام والحرية والشعوب المستضعفة¡ انتصار الديمقراطية¡ فهيئوا أنفسكم  بمزيد من العلم والعمل والإخلاص¡ بمزيد من الهدى والتقى والجهد  لنصرة الإسلام والحرية في أنفسكم وفي أطفالكم وفي أسركم وفي محيطكم عامة تكونوا قد قدمتم  لآخرتكم  ما تفخرون به وما يفخر به رسولكم يوم القيامة عندما يلقاكم على الحوض مستبشرا  وليس متبرئا منكم. أسال الله أن يوفقكم لما يحب ويرضى وان يجعلنا من عباده الصالحين الذين يستمعون القول فيتبعون أحسنه. اخلصوا دينكم لله. راقبوا أنفسكم فطهروها من الشح ومن الرياء والحسد والجبن والطغيان والكبر والإعجاب ووطنوها على المحاسبة الدائمة والنقد الذاتي قبل نقد الآخر. زكوا عقولكم بمزيد من العلم ومزيد من الثقافة والمطالعة والدرس لا تجعلوا مكتباتكم مجرد صورة تزين بها البيوت     Salah Hamzaoui « S’il y avait, aujourd’hui, un jeu politique libre, les islamistes auraient plus de  chances de remporter des élections. Il y a plusieurs raisons à cela. D’abord, leurs idéaux religieux  sont profondément enracinés dans la société. D’autre part, leur terrain est déjà préparé. Il disposent  de lieux de réunion, les mosquées, pour faire passer leur points de vue. Les démocrates n’ont aucun  moyen de faire circuler leur idées. »
    Radhia Nasraoui : « Le pouvoir manipule la population en accusant la gauche de se calquer sur le  modèle occidental. Mais on ne peut pas juste taxer nos idéaux de slogans importés de l’Occident.  Il sont en rapport direct avec la société telle qu’elle existe réellement. On voit apparaître de plus en  plus de quartiers riches face qux quartiers pauvres. Les élections truquées (99,94 % pour Ben Ali)  sont une évidence pour le citoyen. En ce sens, peut-on considérer les aspirations à une justice  sociale simplement comme des slogans empruntés à l’étranger? »
    – Question Les islamistes n’en ont jamais démordu: s’ils ont le pouvoir, ils imposeront un Etat religieux.
    – Comment conciliez-vous vos principes démocratiques et cette réalité?
    Salah Hamzaoui: On ne les laissera pas arriver au pouvoir. S’il y avait des élections démocratiques,  les démocrates pourraient défendre leurs positions. Par les journaux et les autres moyens

    mon humble commentaire :

    -1/Les propos de Salah Hamzaoui n’ont rien de choquant, il parle de bataille politique, il veut empecher tel mouvement à accéder au pouvoir, et ce par la seule voie de la démocratie c’est à dire par  les urnes. Il n’a jamais parlé de guerre civile à ce que je saches ?

    2/Le commentaire de Tunisnews est par contre agressif et à la limite vicieux :

    du type : nous sommes le mouvement le mieux structuré et qui a le plus large « écho » auprès de la société, alors soit vous vous joignez à nous, soit vous continuez ( et le peuple avec vous)
    à subir la politique du pire . Quel chantage de Faux cul !

    Morale de l’histoire : tant que le rouge et le vert se s’accommode pas, la mode sera au violet pour  des années encore !

    Dommage pour « le Front Démocratique du Salut qui rassemble le RSP, le POCT et le MTI ! »
    Dommage pour le temps perdu et pour les libertés entre temps usurpées !
    Dommage pour ce peuple paisible qu’on traite de toute part comme un troupeau de moutons !
    Dommage pour toutes ces tunisiennes et ces Tunisiens qui dans une ou deux décade auront honte

    Ta réaction à notre commentaire est trés utile. elle nous permet de remettre certaines pendules à l’heure:
    1- Il n’y a rien de vicieux dans nos propos. Le Pr. Salah Hamzaoui, comme TOUS les autres citoyens tunisiens a le droit de s’opposer à tout autre parti ou courant politique dans son pays. Il a le droit, comme tous le reste des tunisiens, de combattre les idées, les idéologies et les forces politiques qui ne lui plaisent pas. LE PROBLEME NE SE SITUE PAS A CE NIVEAU. Il est ailleurs.
    2- Ce qui nous a surpris c’est l’affirmation forte et claire du Pr. salah Hamzaoui: ” On ne les laissera pas arriver au pouvoir” sans aucune précision du type, dans le cadre de la confrontation démocratique ou par exemple ” on fera de tout pour convaincre le peuple tunisien que les islamistes ne sont pas de vrais démocrates” etc….
    Cette phrase nous a rappelé malheureusement ce qu’avait dit le leader du RCD algérien Said SAADI lors d’un débat télévisé avec Cheikh Abbassi Madani en 1991. Il lui avait dit en direct devant un public ébahi: ” Vous n’arriverez pas au pouvoir”! CE QUI A ETE FAIT EFFECTIVEMENT APRES. C’est ce douleureux rappel qui nous a poussé à réagir.
    3- L’auteur du commentaire a ajouté que nous (à TUNISNEWS) voulions dire ceci:
    ” nous sommes le mouvement le mieux structuré et qui a le plus large « écho » auprès de la société, alors soit vous vous joignez à nous, soit vous continuez ( et le peuple avec vous) à subir la politique du pire . Quel chantage de Faux cul! ”
    Alors là monsieur vous etes TOTALEMENT à coté de la vérité.
    Nous ne sommes ni les représentants du mouvement Ennahdha, ni des mouvements isalmiques ni de personne. Nous sommes de simples citoyens tunisiens qui essaient d’informer sur la situation de leur pays. loin de nous ces prétentions car notre crédo est trés simple: TOUS LES DROITS POUR TOUS LES TUNISIENS!

    اعترف وزير التعليم العالي التونسي الصادق شعبان بأن بعض رجال التعليم الأجانب العاملين في المؤسسات التربوية التونسية عمدوا إلى التبشير بالديانة المسيحية¡ وذلك في محاولة »لتنصير« الطلبة التونسيين.وقال في كلمة له أثناء إشرافه على الندوة الدورية للأمناء العامين للجامعات التونسية التي احتضنتها مدينة »القيروان« التونسية مؤخرا¡ »إن بعض الأساتذة الزائرين الذين جاءوا إلى تونس اتضح أنهم من »المبشرين« للمسيحية«.وأضاف أنه اتضح أن منهم من يفتري على تونس¡ ويكتب في المجلات للمساس بسمعة تونس¡ ودعا إلى ضرورة الانتباه في هذا المجال¡ وإلى أهمية توسيع دائرة التعاون العلمي الدولي.وكانت السلطات الأمنية التونسية أعلنت في وقت سابق عن اكتشاف مجموعة من الأجانب في مدينة »صفاقس« الواقعة على بعد حوالي »270« كلم جنوب تونس العاصمة عمدت إلى توزيع بعض الكتيبات والأشرطة المسموعة أمام المدارس.

    “Le monde musulman est encore traversé par des courants intégristes et réactionnaires qui, bien qu’en régression dans certains pays, n’en constituent pas moins une menace pour l’Islam lui-même et contribuent à en donner une image négative qui ne correspond nullement à l’esprit et à la vocation de l’Islam”.

    Réforme


    Les musulmans du monde entier ont fêté lundi dernier l’Aïd el Idha, fête du sacrifice et du recueillement. Comme c’est le cas dans de pareilles occasions, et hors des quelques manifestations sociales qui en dénaturent la signification et la portée, cette fête est une opportunité pour réfléchir à la situation du monde musulman. Cette situation est loin d’être reluisante.

    Sur le plan politique, le monde musulman vit encore de grands problèmes. Le premier, central s’il en est, celui de la Palestine, a connu au cours des derniers mois une évolution dramatique marquée par la guerre de massacre que livre l’armée israélienne au peuple palestinien et à sa Résistance. Les musulmans subissent des agressions dans d’autres régions du monde, notamment en Tchétchénie.

    Tout cela se passe sans que les pays musulmans prennent des positions claires et courageuses pour apporter leur soutien à leurs frères en lutte contre le colonialisme et le racisme. Le dernier sommet de Doha a certes laissé entrevoir des signes d’espoir quant à une réaction commune des pays musulmans face à l’agression israélienne contre le peuple palestinien mais, jusqu’à présent, les actes concrets se font attendre et, à part les initiatives prises par quelques pays, les peuples musulmans sentent que leurs espoirs risquent d’être déçus.

    Sur le plan économique, le monde musulman est potentiellement riche en ressources naturelles et humaines. A titre d’exemple, les principaux pays producteurs de pétrole et de gaz appartiennent au monde musulman, et pourtant, la plupart des pays qui le composent sont pauvres, sous-développés, analphabètes et malades et ceux d’entre eux qui ont réussi leur décollage économique se comptent sur le bout des doigts d’une seule main.

    Sur un plan plus général, culturel, la situation n’est pas meilleure. Le monde musulman est encore traversé par des courants intégristes et réactionnaires qui, bien qu’en régression dans certains pays, n’en constituent pas moins une menace pour l’Islam lui-même et contribuent à en donner une image négative qui ne correspond nullement à l’esprit et à la vocation de l’Islam.

    Face à cette situation, une action d’envergure s’impose.
    D’abord sur le plan politique, par une réforme profonde des structures des pays musulmans dans le sens d’une plus grande démocratie, une ouverture et une adaptation au monde moderne. Il s’agit là d’une action prioritaire qui conditionne tout le reste.

    La deuxième action à entreprendre se situe au niveau économique. En plus des réformes nécessaires que les pays musulmans doivent entreprendre dans leurs propres pays, ils doivent résolument agir pour une intégration de leurs économies, le développement de leur partenariat afin qu’ils puissent affronter efficacement les contraintes de la mondialisation, sans cela, et dans un avenir qui n’est pas aussi lointain qu’on le croit, ils ne compteront plus dans le rapport de forces mondial, malgré leurs ressources.

    Ces réformes doivent s’intégrer dans une véritable révolution culturelle qui débarrasse l’Islam de l’image négative qui est aujourd’hui la sienne et lui rende sa capacité à créer et à innover.

Since the end of the Cold War and the collapse of the Soviet Union, the country has been viewed as a useful ally on NATO’s southern flank, a firm supporter of the Middle East process, a militant opponent of Islamic fundamentalism, and an important collaborator in regional security arrangements intended to suppress illegal immigration, terrorism, and drug trafficking. In other words, Tunis has received grades of A+ on each of the six “stops.”

    Washington has been particularly supportive of President Ben Ali’s economic reform policies which it sees as the ones most likely to increase Tunisia’s prosperity thereby minimizing the appeal of Islamist political parties. For Europe, market-oriented reforms have served to expand economic opportunities for the European Union while limiting Tunisian immigration into Europe.

    This functionalist approach towards the region now serves as the guiding light to America’s continuing and future behavior as was illustrated by the remarks made by Deputy Secretary of the Treasury Stuart E. Eizenstat at the second annual ministerial meeting of the U.S.-North Africa Economic Partnership held in Washington, D.C. on April 18, 2000. Human rights, democracy, justice, and freedom were never once uttered as Eizenstat lauded expanded economic ties with Tunisia, Morocco, and Algeria. As he described it, America’s goal in the region is “to enhance the bilateral relationship between the U.S. and the three member countries [and] to break down the barriers to intra-regional trade and maximize the growth potential that private sector-led development will help to achieve.”

    To be sure, both the United States and Europe would prefer the authoritarian government of President Ben Ali to be less repressive and more democratic but neither has applied serious pressure–such as threats to cut aid, trade, or economic ties–to get Tunisia to mend its ways. Neither Ben Ali’s reelection to the Tunisian presidency in October 1999 by the ludicrous margin of 99 percent nor his stifling of all forms of political dissent, the complete elimination of press freedoms, and consistent violations of basic human rights have sufficiently aroused the ire of Washington, although for its part the EU has begun to react to the regime’s more extreme human rights abuses.

    To be sure, the annual State Department report on the status of human rights worldwide identifies Tunisia as an egregious violator of those rights. Similarly, Harold Koh, the U.S. Assistant Secretary of State for Democracy and Human Rights and Labor in the Clinton Administration, has urged Tunisian authorities to ensure the respect of human rights and freedom of speech and set up transparent political and judicial systems, most recently in his forty-eight hour visit to the country on June 12-13, 2000. While encouraging, these efforts remain modest and little noticed footnotes operating within pro forma Congressional mandates although Koh’s more blunt talk to his Tunisian hosts represented a refreshing break from past American timidity on these issues.

    Probably no country in the region best serves to illustrate the primacy of the “Islam-Israel” paradigm as does contemporary Tunisia. As currently constituted, there is no degree of political or human rights violation committed by Tunis that can serve to override US backing for the country as long as it remains determined to combat Islamism and provide support for the Middle East peace process. Yet these latter policies are little more than manipulative tactics and opportunistic efforts intended to buy Western support while Tunis keeps a stranglehold on civil society. Indeed, an inverse correlation can be observed between the level of domestic oppression and the degree of contact with Israel.

    Since the revival of the Middle East peace process with the coming to power of Ehud Barak in Israel in 1999, there has been an improvement in Tunisian-Israeli relations. For example, the Israeli interests office in Tunis which had been shut down since July 1998 was reopened at the start of October 1999, with the arrival of an Israeli representative, Tarik Azouz. In the first example of direct cooperation between Tunis and Tel Aviv, an Israeli government representative was invited to a metrology conference in the Tunisian capital. More significantly, in February 2000, a senior diplomat from Tunis, Secretary of State for Foreign Affairs Tahar Sioud, met with Israeli Foreign Minister David Levy in the first visit to Israel by a high-ranking Tunisian since the two countries established diplomatic (sub-ambassadorial) relations in 1994. Mr. Sioud said he and Mr. Levy, a native of Morocco who has stressed improving ties to North Africa, “discussed peace, and we are here for peace.” (The New York Times, 8 February 2000).

    One cannot underestimate the importance of the Israeli factor in U.S. foreign policy calculations. In the campaigning leading up to the American presidential elections in November 2000, for example, there is absolutely no difference in the positions of the Republican and Democratic parties on the question of Israel. Indeed, “[s]upport for Israel is now so ingrained into American political discourse that the old debate about whether a [presidential] candidate is more or less positive towards Israel is almost redundant” (Middle East Economic Digest, 31 March 2000, p. 8). Even impoverished and politically marginal Mauritania received the hearty congratulations of the Clinton administration when it established full diplomatic relations with Israel in October 1999 prompted primarily by the desire for American financial and diplomatic support under conditions of state-society decline.

    The Tunisian leadership, ever alert to expanding its circle of powerful friends abroad as its own popularity at home diminishes, has accelerated its ties with the United States. This has come at a time when relations with French civil society have almost reached rock bottom in the face of wide media exposure to Tunisian human rights abuses reported on French television, radio, newspapers, and in books like that of Notre Ami Ben Ali (Paris: La Découverte, 1999) which presents a scathing attack of Ben Ali’s dictatorial rule by two highly respected French journalists. In just the first three months of 2000, for example, Tunisia has hosted visits by two deputy secretaries (Robert Malley from the Department of Trade, and Edward Walker, responsible for the Middle East and North Africa at the State Department), as well as three delegations two of whom from the Senate (including one led by Senator Ted Stevens from the powerful Senate Appropriations Committee) and one from the House of Representatives.

    On the Tunisian side, defense minister Mohamed Jegham visited the U.S. in January 2000 for one of the twice-yearly meetings of the Tunisian-U.S. military committee. Each year the United States trains nearly 100 Tunisian officers while gifts, loans, and other transfers of equipment to the Tunisian army have grown strongly in recent years. Tunisia is also one of a select group of nations benefiting from the foreign military financing program which provides financing for the purchase of military equipment from American arms manufacturers.

    What is particularly disturbing if not tragic in these military exchanges is the degree to which they are being used to further ensconce what is rapidly becoming a full-fledged police state. Clearly no amount of arms build-up could match the overwhelming military might of Algeria and Libya, Tunisia’s immediate neighbors who could potentially constitute military threats. Ben Ali’s predecessor, Habib Bourguiba, understood this reality quite well and made certain to keep his army small in size, modest in strength, and apolitical. With the help of the U.S., Tunisia under Ben Ali has now been transformed into another praetorian security state on the model of so many others in the Middle East and North Africa.

    Ironically, these functionalist ties do not ensure a long term or harmonious relationship between the U.S. and Tunisia as recent history has shown. Tunisians distrust American foreign policy designs in the region based on its irregular behavior over the years. They are quick to recall, for example, that it was the United States, encouraged by the pro-American Wassila Bourguiba acting as her husband’s political surrogate, that “forced” Tunisia to accept the PLO in the country in 1983 following the Israeli invasion of Lebanon in 1982. Also galling to many Tunisians was America’s unwillingness to condemn Israel’s air attack of PLO headquarters outside Tunis in October 1985 which caused the deaths of many people including innocent Tunisian civilians. This “insensitive” pattern is cited when recalling the Israeli assassination of PLO leader Abou Jihad in Sidi Bou Said in April 1988, the U.S. destruction of Libyan jets in January 1989, the termination of the PLO-USA dialogue in Tunis in 1990 following an aborted Palestinian commando attack in Israel, and, most seriously, the American-led allied coalition that annihilated Iraqi forces in a war in which the overwhelming majority of Tunisians favored Saddam Hussein. For its part, the Ben Ali regime exploited populist anti-American sentiment to further advance its weakened political credibility in the aftermath of repeated instances of democratic promises left unfulfilled.

    From a cynical perspective, it could be argued that both sides exploit eachother for their own narrow political purposes as elites in the two countries reject democratic solutions to Tunisia’s developmental problems. While the strategic outcome of such a short-sighted policy in the post-Cold War era has limited significance for American national interests, the same cannot be said for Tunisia. A militarized, anti-democratic state cannot but lead to political retardation however impressive short-term economic performance may appear. For a country with such an impressive history of social development and economic accomplishment, ordinary Tunisians are deserving of a much more promising and progressive future.

    Soccer-Tunisia name German Krautzen as new coach

       TUNIS, March 9 (Reuters) – A club versus country dilemma has ended with Tunisia losing out on their first choice as new national team coach.
       The Tunisian Football Federation announced on Friday that German Eckhard Krautzen had been appointed to the job.
       Officials said their first choice had been Rene Exbrayat, the French coach of Tunis side Club African. But Exbrayat was reluctant to quit his present job.
       “The federation has to reconcile the interests of the national squad and those of Club African. So at the end they voted for Krautzen as national coach,” an official said.
       The previous coach, Italian Francesco Scoglio, quit earlier this month.
       He left when refused permission to accept a coaching job at Italian Serie B side Genoa while retaining his post as Tunisian coach.
       Scoglio joined Tunisia after their poor showing at the 1998 World Cup, replacing Pole Henri Kasperczak.
      Tunis newspaper Le Temps said on Friday the length of Krautzen’s contract would depend on the team’s performance during the next six months.
       Tunisia’s next fixture is away to Morocco on March 25 in the African Nations Cup qualifying competition.
       Tunisia are second in their four-strong group after losing 1-0 at home to Morocco in January.
